Biography
Maryland Attorney Rex Fuller founded this
firm in 1994. He represents clients in civil
litigation, business transactions,
in and white collar criminal litigation.
He currently represents government
contractors in investigations and parallel civil litigation.
He has extensive experience in various government
investigations involving both companies and their executives.
Mr. Fuller's trial experience
began while still in law school, when the courts permitted him to
appear alone on behalf of indigent people in civil matters as a
third year practitioner. In law school he was awarded one of the
Best Briefs in Moot Court Competition.
After graduating from the Nebraska
College of Law, he prosecuted criminal defendants and supervised
prosecutors in federal felony cases on behalf of the United States
Air Force. He then earned an advanced law degree, LLM (Government
Contracts), at George Washington University and wrote the Handbook
on Government Contracts.
Continuing in the government's corporate arena,
often in classified settings, Mr. Fuller, as a government contract
lawyer, negotiated international agreements in Europe, provided
legal guidance in systems acquisitions, including the GPS satellite
system, developed legislation in the Office of the Secretary of
Defense, conducted grand jury investigations of procurement fraud,
and litigated complex civil and criminal cases both at trial and
in several federal Circuit Courts of Appeals.
In private practice, Mr. Fuller
has represented individuals, business owners, and corporations including
small government contractors, in a wide array of matters including
government investigations conducted by agencies, Inspectors General,
and grand juries, administrative proceedings including bid protests,
and in internal investigations of allegations by complainants and
whistle-blowers of fraud, discrimination, and abuse. He has assisted
in negotiation of many kinds of transactions including confidentiality,
non-disclosure, and non-competition agreements, teaming agreements,
licenses, services contracts, construction contracts, marital property
settlements, employment contracts, commercial real estate leases,
and government contracts and sub-contracts. He has successfully
litigated state and federal trials and appeals in a rich variety
of subject matters including intellectual property, personal injury,
employment discrimination, unfair competition, and government contract
fraud.
Mr. Fuller has spoken and written
on various legal subjects. In his spare time, he has several pursuits
including canoeist, bird-watcher, and avid college football fan.
